UPDATE: A former New York State Trooper, Thomas H. Mungeer, has been arrested for grand larceny following a multi-year investigation into his financial misconduct. This shocking turn of events was confirmed by the New York State Police just before the weekend, on October 24, 2025, and highlights a serious breach of trust in law enforcement.

The investigation, which spanned from March 5, 2018 to October 4, 2022, alleges that Mungeer misappropriated union funds from the New York State Troopers Police Benevolent Association (NYSTPBA), where he served as president from 2009 until 2022. The New York State Police’s press release indicates that Mungeer’s actions deprived the NYSTPBA of substantial funds, raising serious questions about accountability within the organization.

Mungeer was arrested at the Troop G Headquarters in Latham, NY, and subsequently arraigned by Honorable Thomas Marcelle in Albany City Court. Following the arraignment, he was released but is scheduled to appear in Albany County Superior Court on December 1, 2025, at 9:30 a.m. He faces a charge of Grand Larceny in the 3rd Degree, a class D felony that carries a maximum sentence of seven years in prison, depending on his criminal history.

The specifics of the larceny charge indicate that it involves the theft of property valued between $3,000 and $50,000, which could significantly impact Mungeer’s future. If convicted, he could face a minimum sentence of 2-4 years if he has prior felony convictions within the last ten years.

This arrest is a stark reminder of the potential for corruption in positions of power and raises concerns about the integrity of law enforcement personnel. As this developing story unfolds, many are watching closely to see how the legal proceedings will impact not only Mungeer but also the reputation of the NYSTPBA.

Stay tuned for more updates as this story develops.
