Saratoga Village Residents Rally Against Ground-Floor Housing Plans
UPDATE: Residents of Saratoga Village are mobilizing against proposed changes to local zoning laws that could allow ground-floor residential housing in their community. In a Nov. 17, 2023 study session, city officials discussed new development guidelines that could significantly reshape the area’s landscape, raising alarms among locals concerned about preserving the village’s character.
The city council, alongside the planning and heritage preservation commissions, held the urgent joint meeting to address the transition from the 2019 Village Design Guidelines to new objective design standards. These changes are mandated by SB330, known as the Housing Crisis Act, aimed at tackling California’s housing shortage through expedited permitting and increased housing production.
Cindy McCormick, Saratoga’s development manager, revealed that while current guidelines mandate commercial usage for ground floors in commercial zones, the city could see proposals for residential use under state law. This has ignited a fierce debate among residents, many of whom fear that allowing housing could compromise the village’s unique charm.
During the public comment period, community members affiliated with Saratoga Village Vitality Neighbors expressed strong opposition. They sent letters urging the city council to reinforce zoning codes that prioritize commercial ground-floor use. One vocal resident, Breyoni, articulated the community’s concerns, stating, “We really think the biggest priority is getting Saratoga to be vital again and restoring its commercial viability.”
City attorney Richard Taylor clarified that while the prospect of ground-floor housing remains on the table, the city is likely to maintain the retail focus due to existing regulations. “No one is saying tonight that we’re going to allow housing,” Mayor Belal Aftab assured attendees. “But we have to be realistic about what we as a council can and cannot control, because oftentimes state laws take those decisions out of our hands.”
Residents fear that laws like AB 2011, which allows for affordable housing in commercial zones, could further threaten the village’s aesthetics and community spirit. Critics argue that such developments may not align with the defining characteristics of Saratoga Village, particularly its scenic views and small-town charm.
As discussions continue, the community’s anxiety remains palpable. One resident noted that the potential for taller buildings under state law could obstruct views of the Santa Cruz Mountains, which residents consider a vital part of their home’s appeal.
The study session also covered additional topics such as signage regulations and proposed standards for upper-story setbacks, emphasizing the need for preservation of the village’s unique identity. Following another public meeting scheduled for December, consultants are expected to present a draft of the Village Design Standards amendments to the planning commission and city council in February.
Residents are encouraged to remain vigilant as the city navigates these critical changes. The outcome of this discussion will not only determine the future of Saratoga Village but will also set a precedent for how similar communities across California manage housing demands against preserving their unique characteristics.
